1In 12-inch nonstick skillet, cook beef, onion and garlic over medium-high heat 8 to 10 minutes, stirring occasionally, until beef is thoroughly cooked and onion is tender; drain. Stir in fennel seed, salt and pepper.
2Stir in wine, brown sugar, tomatoes and oregano. Heat to boiling. Reduce heat; simmer uncovered about 15 minutes or until mixture is slightly thickened.
3Spoon mixture into buns.
