That depends on the ribs and how many you have. Water just to barely cover, some salt,  put on a lid and keep at a slow simmer, not a rolling boil, and cook till they stick tender. You will probably have to skim some of the foam and bring the bottom ones to the top at least once. I have a big granite turkey roaster that I use for simmering the whole slabs. They grill much better not cut up.

I never boil ribs.  To me, they lose so much flavor that way.  If you want to pre-cook them some before putting on the grill, I would season them, wrap in foil, place on a baking sheet and bake at 325 for 1 to 2 hours.  If you want them cooked all the way before grillling, check after 2 hours - stick a fork or knife into meaty part and see if it is tender - then bake longer if needed.

This is a popular topic this week. Just talked to Kristen in the Kitchen's about this:

That is a very old way to make ribs. But, it removes all of the delicious flavor from the meat! So… NO! don’t boil your ribs! The best way to prebake ribs is to put on the rub then bake them in an oven for about an hour before brushing with BBQ sauce or additional seasonings and putting them on the grill. An alternative way would be to ‘steam’ them in the oven. Wrap them in foil and put them on top of a broiler pan with water in the bottom of the broiler pan (the ribs should not be touching the water). The rub doesn’t help to keep the moisture it just gives a burst of flavor. The prebaking will keep the moisture. Slow and low is the motto with ribs – bake them slowly at low heat (about 350F for an hour or so). Once you’ve done that then you can grill them or increase the heat to really brown up the outside and finish them off.
